Connecticut Medical Insurance Laws, Regulations & Policies

There are several Connecticut health insurance laws and regulations that are put in place to protect policyholders living in the state. State law requires that all Connecticut medical insurance plans provide coverage for certain services. These include:

  • Testing, treatment, other diabetes related care
  • Screening for breast, colorectal, and prostate cancer
  • Hearing aids for children
  • Vaccinations for children
Connecticut insurance providers look at every applicant’s health history before they provide coverage and set monthly premiums. Residents who are turned down for a plan because of a pre-existing condition may be eligible for coverage through the state’s high risk pool, the Connecticut Health Reinsurance Association.

Under federal insurance law, residents of Connecticut are protected by COBRA and HIPAA. COBRA gives individuals the right to continue their coverage with a former employer’s group health plan for a temporary period after their employment ends. HIPAA protects individuals looking for their own health plan after they have left an employer’s plan or lost coverage. Connecticut health insurance companies are not allowed to impose exclusions or waiting periods to eligible individuals.

Connecticut insurance providers are also required to uphold mental health parity, which means that coverage limits and maximums for mental health conditions must be set equal to those for physical conditions.

Connecticut Health Insurance High Risk PoolThe Patient Protection and Affordable Care Act established temporary national high risk pools to provide health insurance to people with pre-existing conditions. The Pre-Existing Condition Insurance Plan (PCIP) in Connecticut works similar to regular medical plans and requires enrollees to pay monthly premiums and out-of-pocket expenses.

Enrollees in the Connecticut PCIP pay around the same amount that people without pre-existing conditions pay for health insurance. This plan has a $1,250 deductible for covered medical expenses, and a $250 drug deductible. The out-of-pocket limit is set at $4,250 for in-network services and $15,000 for out-of-network services. Residents who are eligible for the plan get access to health insurance coverage for physician and hospital visits, emergency services, prescription drug coverage, and more.
