Iowa Medical Insurance Laws, Regulations & Policies

There are several Iowa health insurance laws and regulations that are put in place to protect policyholders living in the state, and Iowa insurance providers are required to follow set guidelines.

According to state law, every Iowa medical insurance plan is guaranteed renewable, which means that insurance companies cannot cancel coverage if a policyholder gets sick or injured. All Iowa health insurance plans must also cover certain medical care, including:

  • Mammograms
  • Medical care for pregnant women
  • Contraceptives
  • Vaccinations for children
Iowa residents who are denied health insurance due to pre-existing conditions can receive coverage through the state’s high risk pool, the Iowa Comprehensive Health Association (HIPIowa-FED).

Individuals looking for coverage after leaving a former employer’s group health plan are protected by the federal law HIPAA. Iowa insurance providers are not allowed to exclude coverage or impose waiting periods for those who are eligible. Iowa residents also have a right to stay on their group plan after they leave a job, for a temporary period, according to the federal law COBRA.

The state also requires Iowa insurance providers to follow mental health parity, which means that coverage limits and maximums for mental health conditions must be set equal to those for physical conditions.

Iowa Health Insurance High Risk PoolThe Patient Protection and Affordable Care Act established temporary national high risk pools to provide health insurance to those with pre-existing conditions. Residents in Iowa with pre-existing conditions can get health insurance coverage through the HIPIowa-FED program. This works similar to regular Iowa health insurance plans and requires enrollees to pay monthly premiums and out-of-pocket costs.

Enrollees in the Iowa HIPIowa-FED program pay around the same amount that people without medical conditions pay for health insurance. The estimated monthly cost for Iowa residents ranges from around $117 to $740 a month, with a $1,000 deductible for services which must be met before the program will start covering benefits. The state of Iowa offers residents quite a few public health insurance programs to assist low-income residents in getting access to affordable health care and insurance coverage. These programs include:

  • Medicaid
